For visiting pilots and organized groups, arrangements must be made through an approved Bhutanese operator or their international partner. The official list is authorized in cooperation with the authorities, and only those listed are permitted to host or operate. 

Failure to show proof of your permit upon entering Bhutan may result in fines, confiscation of equipment or more sever consequences.
